The issue you run into is that Lucian really, really wants crit items. Riot wanted Lucian to be a Crit champ so they reduced his AD ratio on the abilties, gave him a new passive, and made his R scale with Crit. You can play CDR or Bruiser lucian for fun, but the utility is not worth for the dmg you lose not building Crit.

Lucian's weakest matchups are Caitlyn (naturally) and Senna (as separate examples, god forbid you lane against them both) in my personal experience, although either can be solved with a good in-support.
